Developing an iOS based application without XCode is borderline impossible. It's more than "just an IDE". It does a lot of the organization of the various libraries and frameworks you interact with, as well as packaging of code.
So is it possible to develop iOS (or Mac or whatever) apps with just iOS? I suppose. Actually, I'd love to find a demo online of someone doing this. Regardless, even if you COULD get it to work, it'd be a massive, massive pain in the budunkadunk.

While the price is nominal, the gesture is kind of ridiculous. Between the need to pay to create apps and now pay to have the IDE, Apple seems to take an increasingly hostile attitude towards developers. But then, I guess they have the market position to do so.

Nice breakdown. I would seem any system or legislation or whatever we come up with can be gamed by the less scrupulous. I think the best we can do with the IP legal situation is prevent people from giving themselves outright economic advantages (i.e. infinite copyrights and whatnot).

Yes. This is just as true with a mobile phones as it is with a website. If someone got physical access to a website harddrive that stores a username, then a large percentage of users are screwed, encrypted passwords or no encrypted passwords due to vulnerabilities to dictionary attacks.
If I had to guess, I'd say Guitar Hero was hosed by a double-edged sword:
1. Sequalities and competition
2. Higher costs to license music.
Of course, there's no way to know for certainty without being in the meeting where the decision was made. That said, these two things would probably undercut profits significantly.
We have an EXTREMELY functional interstate system for local travel, and for all other domestic travel we have airplanes (very efficient and low cost if tickets are bought in advance.
You must not live in a densely populated area like Los Angeles or San Fransisco. Heck, even areas with far smaller populations such as Seattle and Denver have similar problems with the highway system.
The problem with gridlocked highways is that time spent sitting in traffic is time not doing something productive. A good high speed, mass transit solution would alleviate this. I don't know that what the Obama Administration is proposing is the right solution (I haven't looked at it in any detail). But some kind of solution that fixes this problem would have massive benefits.
It doesn't matter if it goes 250mph if it sits on the track for an hour waiting for right of way. Granted, this is just one experience, but from reading up after it happened, it seems to be the norm.
This matches my experience with Amtrak trains as well. As you mentioned, there are simply too many stops and the travel time is too slow - this option is a far bigger headache than either flying or driving, which probably explains Amtrak's current situation.
