The reason is obvious when one considers the fact that the surface of the continent is not smooth nor regular. Omaha, NE is at about 1000 feet above sea level. Nashville is about 580 feet above sea level. Death Valley is BELOW sea level. A flood that crests at 1001 feet above sea level is minor in Omaha and utterly catastrophic in Nashville. And, doesn't even register in Salt Lake City.
