    Let's do this right, mkay? Don't use thousand-delimiters. One man's decimal marker is another man's digit group marker. I can probably use a slingshot to shoot something 36,880m straight up, because that's not even 37m. 36880m on the other hand...

    Do use 1000's delimiters, it makes numbers much easier to use. Just usr the neutral ones, i.e. a space (preferably non breaking (*)).

    121 000 feet is 37 000 metres.

    Or save breath and say 37 Km.

    No, what I meant was -

    The one advantage developing countries have over developed ones is cheap manpower. So hire a bunch of people to count the students. (In my experience this is exactly how it is done in Africa for example).

    You only need a high-tech solution in developed countries because people are so expensive here.

    Ok, good point, sorry for letting my european assumptions show.

    Why would manpower be a problem? In my experience of developing countries manpower is the last problem they have. You shouldn't need highly qualified people for head counts.

    (Much could be written about Swiss history (collaboration with Nazi Germany, refusal of entry to Jewish refugees), current assimilation policies (effective in some ways, possibly failing in others) and so on.
