Not really. In Fluxbox you can drag the window out of the group to compare it with another window. Simple drag operation. You just drag the tabs around to make them stick to other groups. Real easy. Should be able to do it with windows pretty easy.
911 from any phone in the US will pretty much work. The problem that people have with cell phones and the 911 service is it is pretty difficult to know where your call will be routed. If I call 911 in California with my cell phone that has an NJ area code, who gets the 911 call? NJ State Police or California Highway Patrol?

Time can have different scales. Humans are "new" to the Earth, when compared to certain other species. Our Sun is young compared to the rest of the universe. "Home directories" have been around for ages.
When we compare the amount of time that people have been using CVS for their home directory to the time that home directories have been around, we see that this is a relatively new idea. A year is not a whole lot of time compared to the 20 or 30 years that home directories have been around as a concept.

It's pretty trivial to drape a topo quad over a DEM or a TIN. Get ArcGIS, and it does most of the work for you. This takes about 5 seconds. ArcGIS is ridiculously expensive, so you might want to bug your local University for access.
"Tiger" data, by the US Census, has tons of free and open data for anyone to use. The accuracy isn't great a lot of the time, but then again, a lot of companies use this data....
