how exactly do you solve it? you can create a huge company to own all the fiber and last mile wiring, but then the ISP will just dump a lot of debt onto it that they incurred laying the wire and they people will still have to pay the costs?
the ISP's are carrying over $100 billion in debt collectively because upgrades are paid for with bonds that are paid back over decades and we are still paying for upgrades done 20 years ago
is it some magic law that will make them upgrade their edge routers? common carriers just says they have to carry all traffic equally and without discrimination.

a town or city signs a deal with a company to provide services to citizens with all kinds of conditions to protect both sides what is the FCC supposed to do about it? any town or city can pull out of the contract, they just have to pay up, lose revenue or whatever the contract says the terms are

and airports cost money to build and operate. this is borrowed and the bonds are paid back by customers using the facility and the businesses in the airport. if uber and everyone else wants to pick up at airports they need to pay a fee like everyone else to pay back the bonds and pay the operational costs
the car part will be open source or freely licensed patents or whatever but since those cover the charging and the specs for the charger there is a good chance it will require tesla brand batteries and charging stations. if the patents for those weren't released then we just figured out how they will make their money

time warner cable in NYC will rent the cable card and adapter for $2.50 a month compared to $10 or more for the cable box
the owners of the broadcast channels make the cable companies pay to rebroadcast those channels via cable
the signal is encrypted even for the broadcast channels so you need a cable box or cable card with adapter.
