No, there was only one person armed in that club: the police officer at the entrance. Moreover, he seemed to kinda suck at using his weapon. Inside, no one was armed (patrons are patted down at the entrance, and staff are not allowed to carry in this "gun free zone"), so the dude roamed the halls for almost 4 hours and shot everyone he could find. If staff was carrying at least a couple of guns, this would be over in 10 minutes tops, and far fewer people would have bled out on that dance floor.

I don't propose that drunk patrons be allowed to bring them in (although that'd be better than the status quo), but it's really a shame that no one in the staff (save for one guy at the entrance) had a concealed firearm on them. This could be over in minutes with fairly minimal casualties. In fact, had he known he would see resistance there, he would likely have gone elsewhere. Instead the police waited for 3.5 hours (!) before storming the club. That's what they usually do, since they have no legal obligation whatsoever to protect anyone or put themselves in danger (Google "no duty to protect" if you don't believe me).

At Google this is handled by setting quarterly goals, and then watching them whoosh by when the quarter ends. Or not, in this regime things often do go faster than expected. The key mechanism that makes it work is the reward structure: Google rewards launches and basically nothing else. Want a bigger bonus? Launch something. Want a promo? Launch something. And so on. And I can personally confirm: you get the behavior you reward, for better or worse. All this daily meeting bullshit would just get in the way of adults doing their work.
