The BBC article barely touches upon the issue about the TV show, "PD Notebook". It involved investigative journalists who used threats and their interviewees and hidden cameras in order to try to bring down Koreans' view of Hwang as a "god". Living in Korea, this stuff is all over the news.
So while we know now that Hwang had violated research ethics, so too did the journalists violate their own ethics.
Nationalism in Korea is pretty rampant, but it has not overwhelmed logic here quite as you put it.

Not only is South Korea more densely populated, something like 95% (or probably more) of the population live in highly dense areas, in high-rise apartment complexes. Your calculation is an average, so more likely, there are a few thousand people/km^2 in populated areas. A telecom company only needs to stick some fibre in the bottom of one of those complexes and boom -- thousands of people have broadband.
For more random statistics: I live in Korea and I have one of those 100 Mbit lines for under US$30. Above posters asked what good 100Mbits is -- when you can download from a fast, local server (i.e. Apple, MS) at 8MB/s, you will see what it's worth.
Useless to whom? To you? To me? To regular comsumers? Yeah, probably.
But that doesn't mean that the report is totally useless. What it did show was that dye type appears to be one of the more important factors that contribute to the stability of CD-R and DVD-R discs.
Similarly for light, heat, and humidity exposure.
We all believed it to be true, but now we've got some evidence. And now more scientists are going to explore this further, as mentioned in the article.
