I'm using Charter. I just downloaded a 27 MB file at 1.85 Mbs and I've seen faster downloads. It sounds like it's your local boneheads and not Charter as a whole. And no, I don't work for them.

When authoring a DVD, I often burn it to RW and play it in my standalone player to see that it works, to test menus, text colors, etc. When I'm satisfied, then I burn it to a +R or -R.

The PVR350 does both hardware encoding and decoding.
The 350's hardware decoding is only used with TV out. If you're watching on the computer, it uses software decoding.
