However, worst case you're looking at some emulation which wouldn't be a huge deal especially if performance weren't a critical factor. What's more, if you designed the OS to make use of that sort of thing from the ground up the efficiency hit might not be so bad.
What is more, Intel is offering increasingly competitive processors that use roughly the same amount of power as the common tablet CPU while being fully compatible with the conventional desktop architecture.
Will this be a big project? Sure.
But the first major OS that offers a reasonably priced phone/tablet with a reasonable GUI that can run desktop applications wins.

Surface needs to be a GUI but the underlying guts of the OS needs to be windows.... or give up. I need to be able to transfer a common windows application to my surface tablet without having it recoded by a team of programmers and have it just run... Ideally natively.
