Reading the article he brags about being able to write during a work dinner in Brussels while on EU business. I would certainly hope that the new Hungarian constitution is not being written during dinner, on the plane, in the car, on the train and during meetings with fellow politicians as he said in his blog.
While I understand that it is very convenient to pop something open and read, I highly doubt one can pay enough attention during meetings and dinner with people around to something so complex as a new constitution.
Users should consider upgrading to x64 of Windows 7. When you upgrade from 32 bit Windows XP and provided your hardware supports it you shuld install 64 bit OS. Yet one more reason not to upgrade. User state migration tool will greatly improve your experience and in the process you can install 64 bit OS. Download it form here:

I am not sure the article is correct Comcast being the only MS customer. Recently a friend of mine had AT&T's cable installed and it does use Motorola chip with MS software. It worked and looked great.
You are not obligated to do anything. Most companies these days use "at will" employment and while it is often missed it is a two way street and the employee can quit without giving prior notice. Withholding your final paycheck is plain illegal. They have to pay you in full, with accrued vacation days etc within a few days from your last day at work.
