It's not entirely like that. An example: the mathematics that are used today for optimal control problems where established in the late 18th century. It's just that computers able to handle them weren't really available until the end of the 20th century. At least the reasonably-sized ones...
Even so, they have to present some kind of progress in order to get paid, don't they?

For a while I used EcoVPS (www.ecovps.com) without any problems. Their specs are a little low, though (Guaranteed RAM: 512MB, Disk Space: 5GB, Data Transfer: 100GB)... Also I didn't setup anything too fancy, so these were more than enough for me...

What if they just declared them destroyed and took them home? I mean, why would you destroy a mouse or a camera to prevent malware infection?
