The whole point is imposing some validity checks to the encoded data. The hash code would have a random looking part and another part that would be able to tell size, type of text, encoding, compression (or not) of the data being signed.

Maybe we should start encoding meta-data along with the hash, so instead of trusting only on the hash to confirm that the message is from who sign it, we would encode along the message, the size, type and whatever characteristic could define the message.
For instance, suppose I sign the message "Hi, I'm Victor", along with the hash it would contain the size (14 bytes), type (English text), encoding (7bits ASCII) and how about the range of codes used in the messages (from U+0027 - U+0074).
A good hash would give a uniformly distributed random hash for the message, so it is safe to assume that even if we could find a collision, it would be highly unprovable that it would satisfy all the meta-data. In some cases it could be provable that this kind of hash is unbreakable, since there is a finite number of messages that satisfy the meta-data (if you could hash all possibilities and verify that there were no collisions you're 100% safe).
Even if you have the largest bandwidth you can imagine, still local indexes are the way to go. I can't imagine any movie search engine that will not pre-process the movie info, to fit the data into an index first. This pre-processing could be made externally to aid the search engine, and keeped in a separate file with the metadata for the movie. (I din't read the article due to the slashdot effect, but I imagine this is something like that).
You understand that to be able to search you must read the content before, right? Google does read all the pages to index them, this is a preprocessing stage. I don't see why this requirement is a impediment. Sure video processing is time consuming, but downloading videos are also time and bandwidth consuming, so in general searching videos is harder, much harder then text.

This make things like two identical cases can have diferent outcomes depending on the judge interpretation of the law.
Well I heard that Bush has made some changes that made richer people pay less and poorer pay more (then they were paying before). The percentages that you are stating, if they are true (I'm not saying you're lying, wait I'll explain latter), are what you would expect.
Here in Brasil, we have the oposite, most of the taxes are payed by the middle class. Richer people do not pay (due to tax-fraud or tax-reliefs), poorer people (a large chunk of the population) don't have money or jobs. So they go into the "informal economy" that is not official and for that reason is not taxed.
If are talking about interprises the tax are not payed by the enterprise it self, the tax is passed to prices of the services and goods, so the consumer end up paying the tax (inside the price of the gas, tv, or repair). This explains why there is price inflation when taxes go up.
So in fact, the richer don't pay much tax simply because they have the power re-route this taxes to the prices of the goods their enterprises offer. Don't you agree?
I don't discredit the donation. I'm just stating that it could have some incentive. And even though the tax money dosen't come out of the goverment money, the goverment gets less money and in the end it have to tax other people more.

Here in Brasil, lot's of large enterprises do a lot of investment in culture and other things. The money invested become, some times in their integral part (100%), tax discounts. This means that in the end, there was no expense at all, but the company get's their logo in movies, theater plays, dancing spectacles and etc.
Well he did spent time in jail, pehaps he is no longer in jail, but I didn't lie. Check this and this out. You're right he's out of jail now, but he still in justice for a fine that accounts for many and many year of his income.
My keep my point, this guy is in deep trouble, has spent time in jail (31st cell in the Palais de Justice in Paris), for doing a good to the general public.
