Whether fascist, communist, or socialist big government always ends in 2 ways: (1) economic, civil, and financial ruin for the government and the people or (2) decentralizing the role of government (see China).
Conservatives are more likely to have spent time in college. So "education" (even with all the government propaganda in schools) doesn't move people away from faith.
Strange advice... the construction industry has negative profit margins (I know construction workers that have been out of work for months). A hiring manager told me last year that if you can't get a C# job in my city you are a real "troglodyte" (in his example the C# guy didn't know what Linq was). Of course, that's in the US. Europe's business environment is far worse right now.

If the workers have a better chance somewhere else let them go there.
If it is better for them there, let them stay.
Otherwise this is yet another example of the tyranny of central planning.
