Yes, we are currently struggeling at Savannah. We are in need of some good volunteers who are willing to spend a couple of hours a day helping us.
Someone with good knowledge of Perl and PHP is welcome. The first task would be to get the approval of projects working again. That means, among other things adjusting the current code to make cvsroots.

Only the copyright owner can "sue" you.
So RMS would never sue you because the FSF has the copyright on the GNU programs.
The FSF could sue you it is their right.

Every organisation has it constant costs. Also, free software hasn't has to be gratis.
