And then there are the inconsistent and sometimes contradictory rules when bouncing between two homes. Competition by two people trying to be favored by the child results in a lack of discipline.

IIRC, the standards were developed in the 50's or thereabouts, which is why modern cars can almost always do double that speed. FWIW, the speeds suggested are just about right for tractor trailers (articulated lorry?) in my experience.
