The best idea I've seen is an electrolysis unit under the hood, feeding hydrogen directly into the carburetor. It costs about $nothing, uses the excess electricity from the engine and increases the power output of the car whilst decreasing fuel consumption from between 25-75% (depending on vehicle age). From memory, the biggest problem was the need to adjust engine timing due to the additional power output of the cylinders.
