If you actually read the text you pasted in you'd see that he only talks about doing it for 10years... which I guess is his idea for Microsoft to normalise...
I did read the part I quoted. The section that scared me was the idea of outlawing stock splits and buybacks altogether. And the main problem that the author talks about, with M$ inflating the stock price by misrepresenting earnings, is not related to the stock splits and such, which are common for a number of companies with rising stocks.

When successful stocks don't split, they can become unobtainable to small investors. Witness Berkshire Hathaway - the Class A stocks would require a home mortgage to purchase 1 share.
