I'd say almost without a doubt, it's the 3G network itself. I work for a handset manufacturer and we have a fairly good 3G network in our metro, but coverage is still spotty at best. One of the reasons Apple went GPRS/EDGE was not just for battery, it was the network coverage. Ugly fact AT&T doesnt mention is 3G is not quite prime time yet. It's getting better, but it's not going to happen overnight that it will reach GSM coverage levels.
What the carriers don't really want you to know is they can 'request' the handset manufacturers to display more signal bars, then is representative in reality. One prominent US carrier that advertises more bars asks our company to do that all the time, we push back, but it's not easy when they control whether they'll select your phones for sale by their agents.
GPRS/EDGE is a way to bridge the gap between 2G and 3G. Using this tiered approach, providers can save money by not having to completely update their equipment at once to go 3G.
Why don't they try and use animated GIF's?
Seems like an automated one could not tell which frame was the actual one with a code or it would screw up the parser.
Another possibility would be to use Flash and make you uncover portions with a mouse to see the code?

Can't seem to find either of them here. Havent looked this week but last week came hope empty handed. looking for gamecube though. $$$
