There is so much wrong here it's untrue. This is essentially a threat, unknown evidence (that most recipients wouldn't even understand) that you are liable for something you didn't do. And the implied threat that denying it will cost you a good deal more than £600.
I don't see how ISPs can provide irrefutable "forensic" evidence in any case.
Unfortunately we can't have them summarily shot, but the next best thing is to have one or two of the worst offenders in a given area marched out of the building.
Softly, softly goes only so far, and when there are legal and regulatory requirements turning a blind eye should not be an option.

Simply put when you decide to base an industry on a product that is *childsplay* to duplicate for *free*, you either accept that a certain number of people *will* duplicate for free or you fuck off and do something less stupid.

Every year they produce a new set of 'we know where you live' 'we're going to get you' adverts, and nobody thinks there's anything wrong with this! They'll be doing the same if this applies to PCs.
On top of it all they don't use superspy, anti-terrorism, hacker, magical equipment it's much, much simpler.
