It's expensive to lay the cables, but they're cheap once they're in. Poles, on the other hand, are cheap to install and expensive to maintain.
Reliability-wise, underground is excellent and poles, especially in rural areas, can't be noted for their reliability.

There's just something egregiously wrong when you can be fined $183,000 and get two years probation for something like participating in a short-lived denial of service attack. That's a wildly disproportionate punishment!
