For a generation we have had the federal government propagandizing a food pyramid in our schools that we now know is about the worst diet you could possibly eat (high in grains, low in proteins). How the hell is the government qualified to make a determination of who is qualified?
It's usually SAT or ACT scores. The problem with comparing that to other states is that NC has a constitutional provision that the state is required to insure education is available to all. We have extremely low college tuition (relatively), and encourage (push even) all students to take the entrance tests. The results is that NC average score are brought down by a lot of average students taking the tests on the off chance that they might want to go on to higher education, whereas other states only having the most prepared students taking them knowing that they have to make good scores to get a scholarship.

Locally, people are much more likely to have the same desire than they do regionally or nationally. Granted, there will still be people that don't get what they want, but you want be making water conservation laws for Oregon that were designed for Arizona.

So the communities at large decide that there is a need to have restaurant inspections. An inspector can cover 3 restaurants in a day, on average. Does it cost more to hire those inspectors at a national level than it does at a state level? Where is this magical pool of candidates available to the feds that is forbidden the states? Why do the three restaurants in Indiana get the same amount of coverage as the 300 restaurants in NYC?
In short your "the feds do it better because they are larger and have more money" is mathematically ridiculous.
An interesting episode to research: In DS9, the doctors parents exposed themselves to criminal prosecution to purchase genetic enhancements for him. It seems that poverty did exist.

I'd expect though, at least for the first century, that you'd want to grow grains. Transport dried seeds to space to generate a renewable and useful crop.
The gas engine takes practically no hit for heating the car. It is using waste heat from the engine. The electric drive will have to use the battery to heat some nichrome, unless it can pull some waste heat off the motors (that 10 to 20% has to be going somewhere).
Driving an AC compressor will be equivalent for the gas or electric engine.
Odds are more likely that for it to generate enough electrons to drive enough current to be useful, it is going to have to breath quite a bit of oxygen. To recharge quickly is going to take a LOT of voltage driving a LOT of current. So now you have this HUGE spark plug in a highly oxidized environment.
What would be cool is if I could run a vacuum compressor on the exhaust, pumping it into a bottle and saving it. Then I wouldn't have to buy oxygen for welding anymore. (Wouldn't want to breath it, 'cause I would just assume that it would be packed full of nasty contaminants).
