There should be a law disallowing charges based on usage that you have little to no control over. How much bandwidth is being sent to you? You don't know and you may not have even asked for it. The problem is in many locations there are no real alternatives for high speed access.
If Time Warner is going to charge per usage then they should have an obligation to tell you how much you're going to use before you click on a link or receive any packet. (impossible I know - and thus the charges are unreasonable.)
