That's half a Watt encoding HD, a general purpose CPU would be consuming tens, or even a hundred watts to do that.
They wouldn't have to put that into the youtube web-servers, because, as you said later in your post, they'd only have to do it once. They would certainly pre-encode all the videos and put them on storage somewhere (cloudy place). Also: noone forces them to use an embedded device, even if the chip was specifically made for use in such.

This reminds me of Harald Lesch's "radologoy". A rant about esoteric people finding natural constants everywhere. He devotes one of his tv-shows (he's a german astronomer that actually has (had?) a tv-show explaining all kinds of stuff about the known universe) to calculating various natural constants and other numbers from the relations of various measurements taken from a typical dutch bike ("rad" in german means "bike"). I think he concludes that therefore, the design for these bikes most somehow be sent by god. Hilarious! Don't know if he found the golden ratio, though.

When I tried setting up an older Samsung mobile to get network on my girlfriends ubuntu, I actually had to write some dial-up script because the thing just wouldn't work "out of the box the ubuntu way" (guessing the usb id of the mobile was missing from some db I was unable to locate). This really transported be back to the 80s for a second or two. Seems the AT command set is another nice example of "old stuff still in use".
how is the network the bottleneck? gigabit-equipment is dirt-cheap nowadays. when copying files from my server my laptop it's clearly the write-speed of the hd in the laptop that is the bottleneck. even a 100mbit link (about 60MB/s even over samba) should easily be able to saturate a usb2 hd.
universities? if it was just universities. what really drives me mad is corps like ford, general electric, daimler, merck,... having/24 subnets and making no real use of them, hiding them completely behind firewalls. how about these fuckers just use 10.* and give their huge blocks to providers that are in real need (like qsc), having to let go of business opportunities otherwise because of the shortage.
