In addition, there is countless way to bribe e.g. a cuisine diner, free gift, lucky draws, free vacations etc. Such practice will jet up the cost of business and it is the people who pay for it.
Microsoft has the luxury to play the game, but it will burden China government due to their corrupted servants. The China government can't stop their public servants corrupted practice in one day, but minimise the impact is something within their reach.
IMO, English is the dominate language in computer world. E.g. hackers, gamers or even some casual user learn non-mother tongue language - English when you keep in touch with computer. E.g. Compiler is mostly in English, best selling games first release in English, etc.
FYI, it take times for to find a good translation of a English computer terms to native language.

Why not all the parents that do home school join together and establish a non-bureucatic school?
Here is some experience sharing for alternate schooling in my country - Malaysia.
In 1970s, Malaysia government started a plan to eliminate all ethnics education. Where all academic must be teach in Malay language. Language classes is conducted merely for learning purpose, not for curriculum. Before the time, Malaysian school are given rights to conducts academic in any language, e.g. English, Chinese or Indian.
Due to the worry of assimilation of ethnics culture value , the plan have been opposed by many activitist. During the struggling, a well known educationist citizenship have been revoked by the government with ridiculous excuses.
By the end, Ethnics secondary school is allow to be established but without goverment funding. Today, there is over 50 chinese ethnic secondary school in Malaysia with more than 20,000 students. The annual admistration cost of all the school reach USD 200 millions per year.
Today, the academic result from these school are well recognise by western University and other Asia university, except Malaysia itself.
If people in develop country such as Malaysia can do it, why not in US. Anyway, the funding shouldn't be a problem. If Malaysian with a annual income of USD4000 can make up the funding, States people should do better than us.

Actually, rebates money doesn't improve company financial status much. Smart investor tends to avoid company that "cheat" sales by using rebates. Because it is too unpredictable, e.g. complain, court case, consumer association intervention can interrupt the whole business.
Sundry product manufacturer learned their lesson long time ago. They have made their pretty simple. They either use "on-spot" rebates method, or convert it to gift. They can easily budget this cost into advestisement spending. For high cost items, supplier will rebates the dealers will X percent of money to help dealer bring down the street price.
Build some lethal weapons and say that you can't make much money and threaten you are going to sell it to "whoever paid the highest bid".
North Korea, Russia play this game well, towards US government. To prevent nuclear weapons, etc powerful weapons falls into terrorist hand, US've to pump money in this country. It seems it is cheaper to pump money than face the consequences after the weapon falls into specific people hand.
I think india just learning from North Korea and Russia.
