I've found that most users stop when their activities become pubic knowledge.
Log all traffic. Then sort the logs by user and post them somewhere that can be seen. Examples include:
On the wall of a hallway
In a monthly report to the principle
In a monthly report to the Superintendent
In a monthly report to the President of the PTA/PTO
In a monthly report to each school board member
In a monthly report to the local newspaper(s)
In a monthly report to the local TV station(s)
Your school district web server
Be sure to provide an explaination of the logs as well.
We took an old server and stuck a bunch of multi-port serial cards in it. We used it as a gateway between the servers and the different UPS. Wrote some PERL scrips to handle it all. We had some other requirements such as a "panic button that killed power and shutdown the ups to totally shut off all systems.
Our NDA (non-disclosure agreement) included a note about ?exclusive intellectual property? as a result of any development directed by testing feedback.
Basically, the clause states that unless the tester is made a development partner (at totally separate process) then we can accept bug reports, but not recommended code changes. Any changes WE made to the code remained our IP no matter the source of change.
I hate to say it but you need to either:
a) drop these people as testers
b) call your lawyer
probably both
Even if you don't have this in your NDA the argument remains valid as long as you have not accepted source code.
so in your mind a "professional" runs and hides from technology that isn't "secure"... nice...
being a professional isn't about saying something sucks... anyone can do that...
being a profresional means working with clients to solve security problems...

Most apartments will get the system installed as cheaply as possible and security will probably be non-existent. As a user (what you would be in such an apartment building) you would not be able to change the network configuration.
Those software authors that don't contribute back into the public domain are simply thieves, no less reprehensible than the pirates that distribute their work while it's valuable.
