That's because you're assuming that the government in it's infinate wisdom will NOT give all those "under-privileged" residences government issue 486 left-overs (or other.gov computers that were replaced with better tech) and spawn a deal with FreeNet for the uplink.
You know it will happen right after they realize there's enough left over after filling the schools with that crap. Even if they didn't... some a-hole with get up on a pulpit with "Hey! remember that government surplus of 1999? Let's use it!"

This is what baffles me... If anyone remembers a long ass time ago AOL went balls to the wall supporting Netscape. They made AOL compatible with Navigator Gold and put ads everywhere.
This lasted about 2 months, then they spun 180 and shit on Netscape while signing a deal with Microsoft. They substituted everything with MS propoganda and slated an early version of IE 4(the trident engine?) as the built in browser.
Then, then buy Netscape and everyone seems to forget how much they bitch-slaped Netscape around eariler. They still use some shitty version of IE5 w/ horrible image support and didn't even use the company they just bought to it's fullest advantage. How long will this headline deal last?
From what I've heard a bunch of developers got pissed and left after AOL and the conquest. I still think it's just a damned plot w/ MS to push the market a certain direction. It's a fucking conspiracy that stinks the entire fucking industry.
I think that most of what makes something UNIX or UNIX-like is "it's look, it's feel, and the tools available" but to enumerate some of these I would say:
Case sensitivity
True multitasking
Terminal Dependency This is the biggest difference to me. There are lots of programs for X, but lets be real... most of them are just GUI wrappers for CLI tools to save you time.
Network Friendlyness all the *nix boxes I've ever played with LOVE being on a network.
Structure By this I don't mean the directory structure being one way or another per-say but the fact that there are certain folders almost dedicated to a certain job (eg:/sbin,/var and/etc). Most other systems don't have this designated organizational system. I know a couple of NT admins that when they got a hold of Solaris they wanted to install perl... they made a directory (/programs/perl heheh) and then installed it to that directory.
Some of the above may be common with NT or OS/2 but the fact is the combination of ALL of these makes it my UNIX.... Have I forgotten anything?
What the hell games could you get to work? On my win2k box Battlezone and Battlezone 2 shits all over themselves... Unreal Tournament only plays in a little window... the list goes on.

I don't think programmers have the control any more... it's all about what marketing thinks is a good idea. It can be a piece of shit, but if you have a good marketing team they'll make the customer believe it's the best shit you can buy.
I agree with you about 90%, if you are doing 80-100 and somebody gets in front of you, most of the time it's because they are passing somebody else and not because they don't want you to speed and are enforcing some kind of sick justice. The people that do 40 in the fast lane are idiots and they should be off the freeway entirely.
However, you missed one important scenario: the people that go to get on the freeway and STOP on the on ramp AND WAIT FOR AN OPENING because they aren't moving fast enough when they get up there.
Too many times I've seen people behind them checking their blind spot (not expecting the car in front of them to come to a screeching halt) smash into them. AND IT'S THEIR FAULT because they hit them from behind.
This is case of too slow vs. too fast. Personally, I'd rather have people speeding all over the place than people stopping on the on ramp. With a chip hindering top speed I may never get on the freeway for fear I won't be able to merge.
I agree, I see this whole situation going 1 of 2 ways:
the whole thing falls through, goes away and gets forgotten
it's passed and then some witty SOB trying to "improve" it will render it useless and people (with a friend that has the software to do it) will be all over E-bay buying the goods to construct their "better" chips.
in the end I think the gov't is fighting a loosing battle, they always leave enough loop holes so anyone that's smart enough can pretty much do whatever they want.
Look at it like a hammer. I could either drive it through my head, or I could use it to build a house and better the community in which I live in. It's the user's responsibility not the developers.
