As for the legality, people have been making AR-15s from 80% receivers for years. It's entirely legal per the BATF, though I haven't had a chance/need to catch up on the latest police state law in CA.
For the upper receiver, sure. The lower receiver houses the trigger group, mag release, and a few other things that don't operate under the firing pressure. Would I trust current filament with this? Maybe, maybe not. I still like that the plans are out, though.

A driver's license is not a right. Nor is a firearm's sole purpose to kill. I've shot thousands of rounds over the years and not one has killed a single living thing. As far as regulating without abridging, I suggest you look in places like CA, DC, and Chicago. I find it useful to compare the tactics of gun-grabbers with those of anti-abortionists; they may not push for an outright ban, but they'll certainly try to regulate it out of existence.

Fires have TFRs in place to keep non-responding aircraft out. All the responding aircraft are VFR traffic and coordinating amongst themselves, not with ATC.

I use mine for 3-gun competitions but I also do Civilian Marksmanship Program competitions...trying to get on a Navy shooting team to go to the national competition in Camp Perry, Ohio.
