It may be intentional, but only because of the link up features with the arcade version of F-Zero. I imagine there will be hardware differences in the arcade machines, and that the save data would not be compatible.
I think that the Blade of Honor system is horribly slow and primitive. I was able to use it in a casino arcade the other day, and you had to fight on a 2D plane. A pedal allowed you to lunge in, but it would be much better if you could dodge yourself. I think that the swordfight interface was rather clunky as well.
