Aside from Foxconn not wanting to risk having too many valuable assets in the US where the US government can get at them, and the danger that tariffs make it impossible to supply the plant, the Chinese government likely told them to reconsider as a form of retaliation.
The Huawei stuff is much more recent than the supposed Foxconn deal. Yes it probably played a part late in the game, but the fact is that the people who know about this stuff were saying it was very very unlikely to ever happen. And whaddya know, they were right.

The service was designed as a way to anonymously collect vocal samples from a large sample of North American callers in order to better train their speech recognition tools.
I used to have an S5 til just a few months ago, and it was a good phone. However, I upgraded to an LG V20 for under $200 bucks and it's a better phone. USB C charging and a better battery help, and it still has a removable battery, sd card slot, and IR blaster like the S5 did.
