This is more akin to them walking in to my place of employment and stapling a note to every cubicle. The free speech issue here is not the primary one - spammers use resources that are not theirs, including but not limited to my ISP's server space.
While the cost of dealing with any single item of spam may be negligible, the aggregate costs are absurd. Unless a method can be effectively developed to transfer those costs from my ISP (and indirectly me) to the people who SHOULD be paying them, free speech doesn't come into play here at all.
