Most people in the military are not posted near their home towns. If mobilized in their locality they would be facing strangers with guns who are trying to kill them. Their information access would be restricted (where possible).
They may rebel or walk eventually out but not immediately. Not until they were certain that they were "on the wrong side". Otherwise it is just terrorists and insurgents with weapons trying to overthrow the constitution and government. (basically not much different to most people but with strictly enforced hierarchical command drummed into them)

There has always been a solution. This is just the ordering that will be obtained if you do not specify a particular algorithm. If you don't specify the algorithm you get the first implemented in the list.

Has NASA ever built a rocket? Instruments sometimes are but more often in collaberation with international colleages and still with lots of private companies.
Don't blame NASA for the way your politicians wheel and deal to direct spending to thier own constituency. NASA budget and goals can not be approved without politicians grabbing thier bit of pork.

But then active cables are used in many places for thier ability to process signals allowing for longer cable runs (works best if tuned to the cable (hence in the cable) rather than generically in the host.

So both are vaccines and wide scale adoption of them are needed.

In addition the Lightning connector needs active cables as the pin out is not symetrical. If you turn the plug over and insert it a chip in the cable needs to redirect signal traffic to the plug. (So the DRM is effectivly free as you need chips in the cable anyway).
In the UK ITV also provides online viewing. They are not payed for by the license fee. They just have to esure that whe they buy programming thier license to use it includes the correct provisions to allow them to stream timeshifted versions of the broadcast.
A lot of the angst the american broadcasters have is often due to contracts they have with production companies/artists etc. that do not allow them to provide this kind of service.
