Our National Guard had equipment and personnel diverted to serve OVERSEAS. They exist for exact circumstances like Katrina.

What took place and what Bush was largely responsible for putting in to action was a grand dereliction of duty, massive incompetence and misappropriation of power and authority to the nation and the American people.
