Sure - JPG is better for most photos - but sharp edges, text (including high resolution screenshots of text) and the like look much better under png (bit for bit).
The great mob of volunteers down at Computerbank (a charitable organisation that refurbishes used PCs to run linux and be donated to community groups & individuals) have implemented a thin client system running linux at the Footscray Library in Melbourne, Australia.
Done for virtually no money- and plenty of the users prefer the interface to the more complicated windows systems running along side it!
Read their white paper and (if in Melbourne) go down to the Footscray Library (56 Paisley St, Footscray) and check it out!

You misunderstand why Americans are disliked.
It is not because Americans don't speak other languages fluently - it is because the vast majority of Americans when travelling overseas make no effort whatsoever to learn even small amounts of the languages and customs of the country they are visiting.
Obviously there are exceptions - possibly you are one of them - but from the trollish way you've phrased your comment I doubt it.

The FCC cannot regulate the entire world - just the US.
