Does the phone still get 911 service without a sim installed? Does it have all the bands available in a given area? It would help to know if your phone is 5 years or older.

I don't know what is hard to understand, what fucking good is it to get the alert after you could have seen it and acted on the info? More people will see the alert over the next 6 hours than if they delayed it for some possible driving distance (fucking planes, man). The guy could get off a Greyhound bus 6 hours later in your town. More people who saw the alert, the better the chance of finding.
