Close to the truth. Romania has more ISP's that serve the whole country but the largest (RCS-RDS) started to enable IPv6 by default to his residential users. And they did it because at the technical level they are a bunch of nice folks who did all the work in their spare time and didn't really need a big budget:)

The rest of the akamai = the rest of isp's in the world (who have some akamai boxes).
While you're at it, please also convice them to filter out the packets who's source address does not belong to theyr network...
