Keep in mind, that this isn't a $500 fine, or something similarly appropriate, but means a revocation of a person's civic rights, an inability to get any kind of decent job for decades afterward, and penalties and legal fees that may indeed keep them in debt for the rest of their minimum wage earning lives.
