Perhaps the company shouldn't have sold the devices to the state or atleast they should have noted in the contract that these devices create evidence that is not admissable.
The gateways aren't cheap, some years back there was only couple companies selling SMS gateways that could be use by telcos and they had a expensive annual license, based on how many messages could be delivered simultaneously, how many messages per second and how many messages could be in the queue. So the price per message isn't "much if anything", though ofcourse majority of the price is just for profit, just because people are willing to pay that much.
The amount of data transfer was miniscule (was using FirstClass for email, it doesn't transfer much at all and is snappy to use even on 9600bps GSM connection), but the problem was that the roaming rates forgot to mention a per minute charge on the GPRS data too. If I had used my phones email client there would have been more data (via POP3) but less time used as the phone closes the GPRS connection after about a minute or so. Now I had the GPRS connection open just idling for 4-8 hours each day.
Not many people, or even companies, can afford this kind of service, so the reputation gain and business from it would be marginal at best. And those people who have data worth the cost of recovery often have staff who know, or know someone who know, where to send the disk for recovery. And there aren't that many companies doing this level of recover so not much competition there either. Better just buy an article from some computer magazine read by admins and be done with it.
I was in Switzerland couple years back and got burned by roaming charges. I intentionally used email app that doesn't generate much traffic, but what I didn't know was that the operator also charged per minute when the GPRS connection was on. So week long of conference costed me (well, in the end my employer paid it) 700eur or so, for transmitting less than 10MB. Not as bad as 16kEur but still enough to make me jump (and bang my head to the table couple times *) when I saw my phonebill, which usually is in the 10-20eur range.
*) I could have used the free WIFI that the conference people offered, but for some odd reason my computer couldn't find it. Later at home I noticed a tiny tiny switch on the side of my laptop which happened to be a switch to disable WIFI and it had turned to off position during the trip.

Time passed and I joined a demogroup, and during one meeting a new game had arrived, Star Control II. I picked up the starmap that came with the game and noticed a star in the bottom, Raynet it was called. At that moment I realized that my search had finally ended, I would be know as Raynet for all eternity. Even some of my teachers and friends from the RealLife(tm) still call me Raynet. So it really is my own name.
It also seems to have elements from a game I once played on Amiga. You started out as a bug and evolved to a human. Graphics were amazing wire vectors and all.
Nethack is a MSORPG, WoW cannot be one as you can interact with other players inside the game (this it is multiplayer, not single). Maybe it is Massively Multiplayer Instanced Online Role Playing Game Where You Can Play Alone If You Want, but again, haven't played it so don't know how it really works.

On your other note: go to prefs and sections and just disable 'idle' from the main page, simple as that.
