The solution is to encourage people to earn and save money by reducing and simplifying tax structures (a single sales tax from an easily measured source, such as energy, etc.), which also allows people to easily see how much of their money is spent, eliminating taxes on capital gains to encourage savings, eliminating corporate taxes, etc. - IOW grant as much freedom to the individual to do with his efforts (and not simply his existence) as he can. But such efforts at simplification and liberty reduce the need for government... so government does not desire them.

We (well, our government financial wizards anyway) obviously know better how to spend future money than we do - look at who we elect and what they've done so far - since spending has gotten us collectively this deep in debt, then more spending will obviously get us out.

Without even looking I'd bet real money that the Oregon Public Pension system is very generous and has a shortfall... i.e. you're not paying money to get actual stuff done, instead you're paying money to keep votes flowing a certain way... so the need for the money in the future remains high regardless of future use.
whether the companies have "mismanaged themselves"... or been choked of their lifeblood by non-competitive government mandated actions and excessive tax rates and onerous union contracts (do a Google search of Motorola and unions - they've shed what they can - but too little too late it seems)... the end result is the same - no company to provide employment.
Let's see... we create laws that force employers to do certain things, such as pay a certain wage if someone works a certain number of hours per week... and in some places mandate expensive "benefits"... and at the same time "hide" half the taxes taken from the employee's work... and when the company can't afford to keep said employees... but will offer them a job working at-will... which allows the company to continue to survive, and the employee to continue to eat... we say the company screwed the employee... and yet the government is the good guy with its short-sighted laws.
