Money and profit is at the root of what makes the modern world go around. With out the drive to gather more, there is no advancement of anything ( and before there was actual "money", it was property ownership and people were driven to collect shiny objects ).

If your 'local internet' is isolated, its pretty hard to see what the rest of the world is doing, or let the rest of the world see how badly you are treating your people.

Besides, if it ever did become a threat, Comcast would just toss in 'tiered internet' to squeeze them, or just start buying out the smaller companies ( like sprint and t-mobile )
And in that case it will be either that the ISPs has to install firewalls to filter out "unwanted" traffic that otherwise will drive up your bill.
And their incentive to do this is what again? ISPs make money off 'spam' ( in the generic sense ) much as the USPS does.. So why would they care? And where else will you go?
Even our local city government gets a bit of revenue that way, by charging to issue permits to solicit door to door.

If a defect is found in the wall, then they fix it on the clock before more wall is built. If the brick builder knows there is a safety problem and continues on then he should be fired.
Same for the programmer, if the bug isn't found until later and fixed, its on the clock. If he knows there is a bug and lets it slide, then its his fault.
