It is an organization that the operating system uses to store information, it gets rid of the configuration file nightmare described elsewhere in this thread. I'm NOT saying that Microsloth invented this notion, but it is an example of using something like XML (a data organization) to control the operating system.
And from that example you can see some of the problems with it -- anyone ever deleted a sub-key by accident? Whoops... time to reinstall.
