I'm in charge of making those estimates... and so I've found there are several things it's based on... first of all how many developer's are they going to give us for the project... is this an enhancement to an existing database or are we starting from scratch? And which programming langauge / environment are we using? But beyond those... the most important thing in my mind is to BREAK IT DOWN... into smaller pieces before doing the estimate...
Example:
In a website / database that tracks worker's peformance, they want to redefine what it means to "make an error"... I break it down as far as I can go... like so...
Add new columns to Table 1
Add new columns to Table 2
Add new fields to C# Data Entry Web Page
Update Add / save / Delete Stored Procedures behind the C# Data Entry Web Page
Update Report 1 Stored Procedure
Update Report 2 stored procedure
Update Report 3 stored procedure
Once it's broken down... (perhaps even farther than this if you can)... provide a rough... high-end... ball-park estimate for each... like 1 hour for 1.), 1 hour for 2.), 1 day (8x1 = 8 hours) for 3.), 2 days (8x2 = 16 hours) for 4.), 1 day (8 hours) for 5.), 6.), and 7.) respectivity... sum it up... 1+1+8+16+8+8+8 = 50 hours... then add a day or 2 for comfort... and get something like 50+16 = 66 hours.
Remember... the further you break it down, the easier it is to estimate... Also remember that an overestimate is better than an underestimate... and also remember... just try to ballpark each piece's estimate... don't worry about being perfect, cause odds are for each piece you'll be off on your estimate... but when you add then all up you'll be pretty darn close.
So because OpenDocument can't help everyone, it shouldn't help anyone?

The development model is totally screwed up... for 99% of the games created, they're just reinventing the wheel and adding some shiney rims or something... there is no way they need to charge more for video games than they already are... if anything, it should be getting cheaper.
What game nowadays can you play in 15 minute increments? Absolutely no sports games... RPG's usually take longer than that in between save points... what games were they thinking? Pacman & Frogger?
