I was hoping my idea was original, but I guess not. In addition, mine was to to take the post oil press waste and place it in old strip mine pits of significant depth, then cover it with mine slag. Place some venting pipes down to the heap and capture the methane (for CNG use?) coming off of the decaying mass as it gradually turned into some kind of coal.
Oh, and use organic waste (sewage, garbage) to feed the algae blooms. The only thing I couldn't think of an easy fix was the ground water issue beyond what we already do for landfills.

It's because global warming has to do with mean average global temperature, not the offset of temperature variance. For example, let's limit the scope to 3 data points in order to make it easier to explain. At T1, P1 was at 20C, P2 was at 10C, and P3 was at 0C. The mean would be 10C for T1. At T2, P1 is at 30C, P2 was at -5C, and P3 was at 8C. The mean for T2 would be 11C, only one degree warmer, but has both a significantly higher and lower temperature than the previous set.
This is not to say this is how the situation actually pans out though. I don't know enough to make that kind of call.
This is because what inevitably happens is large scale economic powers eventually gain government level power within the so called free market. And, natually, such economic powers find it irresistible to regulate the market in their favor. Such entities have a significantly high amount of immunity to individual action because it is extremely difficult to organize a viable alternative in a market regulated by said entity. In extreme cases they can simply arrange it so that they extract their profits, not just simply revenue, directly from your tax dollars and effectively outlaw competition.
Judging from varius tidbits I've gleaned from her since her husbands end of term, I'd say the first choice is very likely. I can't think of anything specific other than the PATRIOT Act at the moment. Although, I have caught her in the past saying one thing to one group with one set of political leanings, then saying the exact opposite to a different group.
