Perhaps there is only one cable tv company where you live, but that is not the case everywhere. If you want to start your very own cable company, I don't think there is anything stopiing you (except high startup costs).
I would bet that what they are really hoping for is that news of this will spread and that people will quit abusing their cars.
Calling the police is a silly idea. What would the police do about it? Drive perhaps many miles hoping to find an individual who might still be speeding? That does not sound like a good use of police budgets.
I am missing something. It would seem like a centralized shopping and business area would require me to drive to it, while perhaps some of the miles of strip malls might be close enough for me to just walk.
I don't (yet) have a car (too cheap), but if I did not have a Fleet Farm 2 blocks away, I would not be able to make it. It is also, too hot! I hate the heat...maybe it is time to buy a car.

When HBC started offering Cable TV, Charter seemed to become a much friendlier company.

What you described certainly sounds like "staggering economic implications" to me.
