It is best not even tried at all. Hurricanes have a valid purpose in the scheme of things. The real problem, money/loss wise, is development in low lying coastal areas.

They utilize exisiting sales reps. to sell our services, and in turn they get a small percentage of each project. The print paper is not taxed with a learning/working a new technology, yet they can still profit from it. It's great for us because it has helped us to gain visibility in the local market.
Let the ISP manage the datacenter, you have complete control of the machine. Do whatever you want with the server. No matter what anyone tells you, there is no such thing as free unlimited bandwith. You have to pay for bandwidth.
Could be that the user simply gets confused and can't figure out how to proceed. I do design and programming for a living and am never suprised at what some users find difficult.
