Kentucky isn't actually suggesting that the ACT tests widely used for college admissions be rewritten for them, are they? If they're asking for Kentucky-specific tests for their classes, I wouldn't have a problem with ACT writing them for them. Kentucky WOULD have to expect a pretty hefty cost to finance writing of new tests with a limited audience (But it sounds like ACT isn't willing to do that work, or doesn't think Kentucky would be willing to pay the necessary price, fair enough).

Sure, it's better without commercial interruption (though you can probably just put the commercials between the episodes, less interruption that way...). But everyone who's going to track it down via internet/DVD has probably already seen it. So this will put it in front of some more people who won't see it otherwise.

You should at least read the title of the article you linked. The key points being it's the states that are limiting drug coverage, and it's applying to Medicaid not Medicare.

Young Justice and The Avengers: Earth's Mightiest Heroes have both been excellent examples of comics on television and show how you can have longer-running plot arcs without the difficulty of extending series past 3 movies. You can also have the comic book trope of a villain being beaten and coming back next season that you never get a chance to do with movies.
No. They can tell whether people click on the ads or immediately by a product. If the viewer didn't click they're left with the same question "Did the ad work?".
