I was picked on in public middle school and found school administrators weren't starry eyed liberal statists wishing for fluffy bunnies so much as they were underachieving incompetents who wanted to spend as little time as possible mediating incidents between students.
I went the private school route after that, and only once did I have to choke someone who was fucking with me. Believe me, there were plenty of liberals in the administration and they managed to achieve something closer to a school where everyone gets along without advocating that their students resort to violence (of course, a large part of that is the ability to pick and choose who gets to attend the school).
Just because determining whether a program will ever stop doesn't fit the model as we can understand it doesn't mean that it doesn't or cannot occur. We should stop dismissing ideas of computer science simply because they don't fit with what we believe should happen. It is entirely plausible that you can solve the halting problem but cannot mathematically explain how - but because we cannot fully explain how it should not be dismissed.
The system basically worked here, the offended party was able to use the system to address his grievance. Let's not forget that for all our bluster about liberty and freedom there are some places where a real politically-motivated detainment could have meant death or worse.
