    Would it not be simpler to collectively build the infrastructure and lease it to provate operators? Long term public revenues, no monopolies allowed, etc.

    Horizontal limits are still a good practice, IMO, because I feel they generally improve readability.

    The publishing industry good practice for readability is an average of 12 words per line. I say this is a good thing. Longer lines make it hard for the eyes to detect which line is next.
