JPL and NASA have a complex relationship; JPL employees are, as you note, actually employees of Caltech, not NASA. NASA gives Caltech money to "operate" JPL, and technically JPLers are all NASA contractors, not NASA employees. That's one of the reasons that these checks are particularly inappropriate, in this case.
But Microsoft's proprietary mailbox format, MAPI, which nothing but the Outlook clients appear to be able to read. Sources
have it on my side that Exchange XP, I think, moves toward IMAP for its mailbox.
To avoid the necessity of Outlook, I'm using Pine to connect to an Exchange NT server. It works like a charm. See

As far as I can tell, it only streams approximately the first half of the soundtrack, and not in order, either. Darn!
