I was born in, and lived in Toledo for 23 years.
Strange that I have used their service at someone else's house (someone who needed my help plugging the modem in to the computer). I was getting 250k/sec downloads, so compared to my Ameritch DSL, that's pretty fast.
I think the real reason these guys did it, is because they could. The thing is, a friend of mine use to work for the company, and he laid a fair amount of the fiber throughout the city. Basically, for most subscribers the T1 is at your doorstep, and the only limitations are the maximum hardware speeds of the modem and the cable running to it.
Nevertheless, those modems looked like the one I saw at my freinds house. If they are the same, I think they are may only be capable of about 8 mbit/sec, so even if you uncap the thing, you're only doing a little better than quadrupling your bandwidth.
Perhaps we should be just as ambivalent to the decision as were the execs who made it.
I use linux because it is interesting and free, not because it happens to run very well on my refurbished Thinkpad X20, and certainly not because IBM supports it or not.
I picked one of these up in the hallway outside some university faculty member's office with a note on it that said "TRASH". Their trash my treasure.
It's got a modem, and the 4 inch amber display is to die for. I'm yet to use a portable with as nice of a keyboard. It's the only portable I have that weighs over 20 lbs.

Seti doesn't really rely so much on bandwidth as it does processing time. 10 megabit was plenty for SETI.
