Every country's telephone system has an International Direct Dial prefix you need to dial before the country code. It's usually 00 or 011. If you try to dial North America by just "dial(ing) a 1 before the number" it's almost certainly never going to work.

Because Java is supposed to work on Unix, and Unix doesn't have an existing desktop GUI. For many years, Motif was the standard, but those days are long gone. Now, Unix (and especially linux) are just a confusing mush of unstandardized toolkits that make no effort to maintain compatibility with anything (even themselves).
To this day, if you want a standard toolkit on Linux, you may as well just write one yourself. Mozilla, Eclipse, Java, Star Office, GIMP, Gnome, KDE, and a half-dozen other large projects agree! If you want it done half-assed, do it yourself.

Given the price difference between the two, anyone who purchases a full version of Visual Studio is seriously uninformed, and doesn't deserve to manage even one developer (much less 300).
If you have 300 developers, talk to Microsoft. You're dropping a half million a year just for MSDN licenses. They can afford to have a product expert hold your hand for week.
